A baby-boomer born in Springfield, MO, in 1946, Reg grew up in several towns in Idaho before going with his family to Maryville, MO, in the second grade, where he lived until graduation from college.

EDUCATION. Reg received his B.A. from Northwest Missouri State University, Maryville, MO, in 1972, and his J.D. from the University of Missouri – Kansas City, in 1976.

EXPERIENCE. Reg has engaged in the private practice of law since 1991 and established Turnbull Law office in October 1999. He concentrates his practice in the area of Elder and Disabilities Law by representing older persons, disabled persons, their families, and their advocates. His practice includes special needs trusts, estate planning, probate and trust estate administration, life care planning, financial and healthcare powers of attorney, healthcare directives, end-of-life planning, guardians and conservators, public entitlements [Medicare, MO HealthNet (i.e., Medicaid), SSI, SSDI, Social Security, public housing], and special needs disability planning for persons with disabilities and their families.

Reg formerly served as a Deputy Director of the Missouri Department of Mental Health from 1981 to 1991. From 1977 until 1981, he was an assistant attorney general in Missouri representing the Department of Mental Health. He served on several drafting committees for legislation including the Omnibus Mental Health Act of 1980 and the Guardianship Revision Act in 1983.

In addition to regular estate planning, Reg assists parents and families of persons with disabilities to set up trusts to supplement rather than supplant their government disability benefits. He also assists personal injury attorneys to resolve their cases for their disabled clients to maintain their eligibility for public benefits. Finally, he assists in the management of trust assets for elderly persons and people with disabilities.

PROFESSIONAL MEMBERSHIPS. Reg is a member of the Cole County Bar Association, Missouri Bar (Elder Law & Probate and Trust Committees), and American Bar Association (property, trust and estate sections); the National Academy of Elder Law Attorneys (National Board member-2006-2008, National Program Committee Chair- 2006-2007, Vice Chair of Public Policy Committee-2007, Outstanding Missouri Chapter member of 2002-2003, and 2010-2011, President and Board Member of Missouri Chapter), and a Missouri member of the Special Needs Alliance (by invitation only*), and Cole County Estate Planning Council. He is a frequent speaker for civic groups, the Missouri Bar, nursing home administrators, financial planners, students in professional education, and long-term care professionals.

CERTIFICATION. Reg is certified by the National Elder Law Foundation as an elder law attorney.* He also has been recognized as a "Super Lawyer" in the field of elder law for the five years of 2005-2009 by Law and Politics and KC Magazine.*

FAMILY AND PERSONAL. Reg has lived in Jefferson City since February 1977. He and his wife of over 37 years, Anita, have three grown sons–-Bryce (wife, Gretchen), in Overland Park, KS; Kyle (wife, Amy), in Davenport, IA; and Ryan, in Kansas City, MO. He has one grandchild — Bryce and Gretchen's Stella. His hobbies include reading mysteries and nonfiction books about government as well as hiking and traveling with Anita (when he has time).

CIVIC ORGANIZATIONS. Reg is an active member of the Jefferson City Breakfast Rotary Club (board member and former officer), Rotary District 6080 (former Permanent Fund Chair and formerly Show-Me President-Elect Training Council), and the Capital Region Medical Center Ethics Committee. He serves as 2010 Chair of the Missouri End of Life Coalition (former board member)
